6.       BCC Highways Department / Transport for Bucks (TfB): Updates from TfB technician Mr I Crome (IC) in italics.

i)         Worminghall Road overlay:

IC: Previous update “This work will commence sometime between May and August 2016. The parish will be advised prior to works commencement.” Pending –?

ii)       Reported road defects:

The Turnpike (and Foresters) –ongoing since 2012: IC: Previous update “Arrangement is in process to coincide with potential re surfacing scheme work at The Foresters.” Pending

Bicester Road – Junction with Hillview. This is crumbling away due to excessive water collecting at the entrance to Hillview. Photographs from Mr Kipp received by Mr Mole, to be sent to TfB. Clerk has sent file of photographs to TfB. Update required from TfB.

                Worminghall Road/ College Crescent junction (x2) reported Feb 2016 – reference: 4011628. Re-raised Ticket Nos: 40015506/9 – TfB 40015506 (06/04): We have reviewed/inspected a POTHOLE at COLLEGE CRESCENT, OAKLEY and at present this does not meet our criteria to be fixed. – TfB 40015509 (06/04): An inspection is required and we aim to carry out inspections with the next 10 days

Oxford Road towards Jericho, large pothole on left hand side as leaving the village.  – Clerk reported ref 40014272. TfB (21/03) Thank you for your report of a POTHOLE at OXFORD ROAD, OAKLEY. The repair is now COMPLETED

Worminghall Road flooding, Nos 67-77  Mr Cherry has sent photographs and the work COMPLETED.

Worminghall Road opposite College Crescent north entrance (ref: 40015511). TfB (20/04) Thank you for your report of a POTHOLE at WORMINGHALL ROAD, OAKLEY. The repair is now COMPLETED

Worminghall Road, Catsbrain furthest from Oakley, ref: 40015513 TfB (19/04) We have reviewed/inspected a POTHOLE at WORMINGHALL ROAD, OAKLEY and at present this does not meet our criteria to be fixed

Oxford Road near Oakley sign: ref 40015515 TfB (06/04) We have reviewed/inspected a POTHOLE at OXFORD ROAD, OAKLEY and at present this does not meet our criteria to be fixed

Oxford Road, bottom of Jericho Hill ref 40015516 TfB (06/04) We have reviewed/inspected a POTHOLE at OXFORD ROAD, OAKLEY and at present this does not meet our criteria to be fixed

iii)      Reported pavement defects:

                Pavement on Manor Road opposite Manor Farm – crumbling – reported Oct 2014. Previous updateThis is still being considered low priority, therefore remedial works is likely to take place financial year 2016/2017”. Pending.

iv)      Reported drain defects:

                Manor Road drain cover – reported Oct 2014. – This has already been reported to Thames Water (TW) in February 2015. Awaiting RC to confirm location so Clerk can re-report. Update given Clerk to report the drain is between Primrose Cottage and Mr Kerrigan’s property. Information passed to TFB – update required from TfB

 

v)       Other defects:

                White lining and cat’s eyes at The Foresters reported May 2014— IC: Previous update “An order will be raised for road markings and road stud replacement. Update required from TfB.

                Tree (next to BT10 – opposite Rambler Cottage) needs cutting. This was reported Aug 2014. TFB (18/04) I’ll raise an order to have the tree cut back to promote lighting of the footpath

                                Oakley Road signage. IC reported that road signage in Oakley needs to be replaced update required from AVDC, since this is their responsibility, rather than BCC. Mr Rand to follow up .

                Three sets of highways work in last week with no notice from TfB. – Mrs Macpherson to find out why she and the Parish Council were not informed regarding this. Update from AMacp required

vi)       New road, pavement or drain defects to report

5)    Play Area/Playing Field:

i)         Acorn Trail (footpath)

                Update on LAF lighting submission.

                Mr Cherry to proceed with engaging contractors

Update on letter sent to school on parking and use of Acorn Trail

ii)       Dog waste bins

Opposite Rambler Cottage, Clerk waiting for AV reference number

Update on ‘no dog waste’ sign on neighbouring litter bin.

iii)      Tractor shed base:

Councillors to discuss the old concrete base to the tractor shed, which is being used for dumping greenery and cannot be mowed.

iv)       Grass Cutting Playing Field and around Village:

v)       Floodlight telegraph pole:

Report from Mr Cherry on pole inspection re safety.

6)       Street Lights:

i)         Quotation for new lamps: (Clerk asked to leave on Agenda)

Mr Craddock reported that he had now received a budget price for new street lamps as listed below.

Led Lamps:  £1,050.00 plus VAT Electricity estimate for connection between £400 and £800.  This would mean an estimate of £2000 plus VAT.  Kept on the agenda for future discussion.

·           Bicester Road, Churchfield House, between: Bicester Road 7 (BT7) – The Nap turn and Bicester Road 8 (BT8) – Church entrance – Bicester side. There is an electricity pole in the right place.

·           Middle of Ashfield Rise – no electricity nearby

·           17 Brill Road – no electricity pole nearby

ii)        Outstanding defects or defects reported in the last month:

Light on Oxford Rd, past the village hall – Reported by Clerk ref: Apr 33

iii)      New defects to report?

Mr Rand to report on what funding has been granted for this project in order to give Councillors more idea of what can be funded.

18)   Kissing Gates/Replacing Styles on footpaths:

Kissing Gates’ replacing styles on footpaths OAK/15/4 and OAK/12/6 in the village. Also the removal of ‘Kissing Gates’ on footpath OAK/19/2 in middle of a field on Oxford Road past New Farm, where a hedge/fence has been removed several years ago – Clerk has written to Rights of Way requesting action – Waiting update.

19)   Commemorative Medal Order – Queens 90th Birthday.

These have now been received and Clerk has taken them to the school for the children.

a.        14/03216/APP - Jericho Farm, Oxford Road, Oakley HP18 9RG Variation on conditions 3 of planning permission 09/01672/APP relating to extension of two year period from July 2014 for construction of earth bunds. AVDC Planning Committee gave permission two year period from July 2014.  Although it was agreed at that meeting that no further extensions would be given  Decision of OPC response.

b.       16/00338/APP OAKLEY – Catsbrain Farm, Worminghall Road, Oakley. Update from Mr Rand on potential 106 money resulting from application

ii)       New Planning Consultations: None

iii)      Decisions since last meeting:

a.        15/02299/AOP – OAKLEY – 58 Worminghall Road, Oakley, Bucks HP18 9QY – Outline application with access and layout to be considered and all other matters reserved for the demolition of the existing dwelling and the erection of two detached two storey dwellings. OPC no objection AVDC approved.

b.       15/03473/APP – OAKLEY – Land adjacent and to rear of 22 Worminghall Road, Oakley HP18 9QY. Demolition of an existing pre-fabricated garage. Erection of two detached dwellings and detached garages. Amendment to Planning Application 13/03429/APP for single rear addition to Plot 22A and conversion of side roof into en-suite). OPC: 2 Objections from Parish Councillor 4 No comments, 1 no vote. AVDC Approved

iv)      Awaiting AVDC or Planning Inspectorate decision:

a.    16/00141/AOP – Outline Planning Permission for 12 houses adjoining Elmwood Close. OPC decision No objection 1 – Support –3 – opposed 2 – abstain 1. Returned to AVDC 24.02.16  .Waiting AVDC decision, Jennie Harris (Planning Officer) has requested a six week extension, due decision date is now 1st June 2016.

b.    16/00617/APP – Oakley – British Timber Yard, Thame Road, Oakley HP18 9QQ.  Variation to permission 13/03391/APP to add motor vehicle sales and display to the current use of the motor vehicle MOT testing and maintenance garage with displays and additional car parking spaces on adjacent premises. Returned to AVDC 24.03.16 OPC all opposed applicationAVDC Awaiting decision. Determination date 14 April 2016.

c.     16/00338/APP OAKLEY – Catsbrain Farm, Worminghall Road, Oakley Bucks. Proposed conversion and alteration of three existing barns and the construction of link extension to form a detached 4 bed dwelling house with associated amenity and parking/manoeuvring space.  OPC No objection – AVDC awaiting decision
