Parish Council Meeting of Oakley Parish Council on

Tuesday 2nd August 2016 at 7.30pm in Oakley Village Hall.

Please inform the Clerk if you are unable to attend.  The meeting is open to all members of the public and the press. Residents are welcome to attend and can address the meeting during Public Question Time.

08.01        Present:

08.03        The minutes of the last meeting held Tuesday 5th July 2016 to be verified and approved.

08.04        BCC Highways Department / Transport for Bucks (TFB):  

i)          Highway defects

All Highway defects are shown under separate cover and will be displayed in the Notice Board and on Parish Council Website.

Clerk has contacted Dave Smith to arrange a meeting with Chairman/Councillors for a walk around of the village. Councillors to consider an email from Dave Smith showing photographs and update of OPC excel sheet.

ii)        New repairs to be reported?

08.05        Play Area/Playing Field:

i)          Proposal for Oakley Tennis Court

Discussion on location of proposed tennis courts in the playing fields. Due to holidays and times away the Tennis Club committee would like to delay any decision on the location at this time, so they can have more time to gather more information, prepare a formal proposal for the Parish Council and invite them to view the proposed areas.

ii)        Use of Oakley Football Pitch by Long Crendon Football Club

Alistair Banham from Long Crendon Football Club has requested permission to use the Oakley Playing Field Pitch.  Email forwarded to Chairman.

iii)      Acorn Trail (footpath)

Update from Mr Cherry re progress on lighting work.

Update from Mr Cherry on alleged flooding of resident’s garden due to Acorn Trail. (From previous minutes 7.05 ii)

Update from Chairman on discussion with Kieran Condon for alternative quotation on the lighting?

iv)       Tractor shed base:

Update from Chairman on discussions with Mr Daly on tractor base removal (minute 7.05 iii)

v)         Grass Cutting Playing Field and around Village:

Letter send to mowing contractor – any response (minute 7.05 iv)

Review of current mowing contract and any exit clauses. Discussion on current mowing, frequency, standard of mowing, anything else, decide next steps.

vi)       Floodlight telegraph pole:

When new lighting on Acorn Trail is completed, organise them to ensure the electrics from this pole are sealed off safely. (minute 7.05 v)

08.06 Street Lights:

08.07        Local Crime:

08.08        Churchyard extension:

Mr Cherry and Mr Pearce to update on confirmation of seeding date  and / or any developments in churchyard extension (minute 7.09)

Councillors to have reviewed copy of latest draft. Chairman to submit Parish Council feedback (minute 7.15).

08.15        S106 Monies – funds for Oakley Village/School/Sports & Leisure

i)          Scouting hut refurbishment

106 funding application has now been submitted.

08.16 Kissing Gates/Replacing Styles on footpaths:

i)          Kissing gate replacement

Kissing Gates’ replacing styles on footpaths OAK/15/4 and OAK/12/6 in the village.

ii)        Kissing gate removal

Also the removal of ‘Kissing Gates’ on footpath OAK/19/2 in middle of a field on Oxford Road past

New Farm, where a hedge/fence has been removed several years ago – Clerk has written to Rights of Way requesting action.

iii)      Kissing gate maintenance

The request for maintenance and another kissing gate on at Gun Club style has been sent.

08.24        Bus Shelter

Clerk has emailed Scout Group asking if they would set the task to the Scouts to remove the graffiti in Bus Shelter with a donation of £50 to be given from Parish Council to the Scout Group and subsequent paint needed to be bought by OPC.

Discussion re Timber Yard Planning Application Committee Meeting arranged by AVDC and the difficulty in Councillors attending these meetings at short notice.
