The minutes of the last meeting, held Tuesday 3rd November 2015, to be approved and signed.


4.      BCC Highways Department / Transport for Bucks (TfB):

i)           Roads

Update email from Mrs A. Macpherson (BCC)

ii)          Reported road defects:

The Turnpike –ongoing since 2012. No time set, but investigation on going for more resurfacing

Pothole to report outside 23 Oxford Road, Oakley- This has been reported

iii)        Reported pavement defects:

Pavement Brill Road/Maple Court still outstanding – reported Aug 2012. – TfB have reported that this is low priority carriageway – Mr Mole pointed out that this is not the carriageway but the pavement – Mrs Macpherson will report back to TfB  - email sent to TFB copy received from Mrs Macpherson.

Pavement on Manor Road opposite Manor Farm –crumbling – reported Oct 2014 – TfB have reported this as low priority.

Pavement collapsed on Oxford Road, past Village Hall on left, on leaving village – reported Dec 2014. No update.

Pavement in College Crescent opposite No.50 - reported Apr 2015 Mrs Macpherson has emailed TFB regarding this matter.

iv)        Reported drain defects:

Manor Road drains cover – reported Oct 2014. – This has already been reported to Thames Water in

February – a reminder will be sent to them. Mrs Macpherson reported that TfB have had no response from Thames Water and will try again.

Drain cover outside church – reported April 2015 – This will be added to the list of jobs for the

                   maintenance team. Awaiting TfB response. Reported as being repaired – Mr Mole to check – has this been repaired?

v)          Other defects

White lining and cat’s eyes at The Foresters reported May 2014 TfB looking at options

                         Clerk has reported to BCC that a tree (next to BT10 – opposite Rambler Cottage) needs cutting. This was reported Aug 2014. The Parish Council had already ascertained the tree in on Highways land. Highways say this tree is not theirs – Mrs Macpherson to follow up

                         Willow tree opposite Leatherslade Farm ready to fall into road.  Clerk has reported to TfB.

                         NEW: Email from resident re – Bicester Road- Junction with Hill View is crumbling away, due to excessive water collecting at the entrance to Hill View.  Mrs Macpherson to follow up.

5.      Play Area/Playing Field:

i)           Playing Field

                                Multi Use Games Area and Outside Gym: Mr Mole to email Clerk photographs.   Mr Finn informed all he had passed the brochure for Multi Use Games area to Mr Cherry. Mr Cherry will follow up on his return.

ii)          Acorn Trail (footpath)

                         Update on LAF lighting submission. – LAF submission forms will be completed and emailed to LAF.

                         Clerk has emailed Mr Haynes re the problem with cracks on the new footpath. Awaiting update.

                         Clerk has also approached Mr Haynes for a quotation for a perimeter footpath around the Playing Field, size of path is 666 metres.

iii)        Dog Waste Bins

Mr Craddock confirmed we need to order a different fitting kit for this bin – Clerk has ordered. Mr Finn will order 10 stickers for the waste bins.

iv)     Survey of Playing field:

                         Mr Mole will endeavour to get an A2 Size survey copied and laminated. 

v)      Bowling green Peppercorn Rent

                         Update of Contract to be passed to Clerk.

vi)     Wickstead Repair to Children’s Playground

                         Repairs have been made. Clerk is waiting for a reply from Wickstead re cost of the repairs carried out.  Wickstead have confirmed that they are looking into the situation.


6.      Street Lights defects:

i)           Enquiry underway for quotations for following new lamps:

·       Bicester Road, Churchfield House, between: Bicester Road 7 (BT7) – The Nap turn and Bicester Road 8 (BT8) – Church entrance – Bicester side. There is an electricity pole in the right place.

·       Middle of Ashfield Rise – no electricity nearby

·       17 Brill Road – no electricity pole nearby

                         Update from Mr Craddock – Mr Craddock having trouble getting a meeting arranged due to heavy work load.

ii)          Existing defects

M1 – still not working – awaiting pole replacement.

Street Lamp on 45/45A Worminghall Road working intermittently – Clerk has reported is this repaired?

Elmwood Close lights have been replaced. (Hastoes)

iii)        Any new defects to report?


7.                      Common Land:

i)           Layby opposite “IBS Site”, Thame Road, “Japanese Knotweed)

Update from Mr Mole regarding the layby and Japanese Knotweed.


8.      Anti-Social Behaviour

Anything new to report?


9.      Youth Meeting – held 23rd November 2015

           Councillor Mrs Daly and Clerk to report back.


10.   Churchyard extension

                Mr Cherry to update on with Mr Hunter and speak with Church Council re possibility of erecting a gate for

                            future access.  – No update reported.  New quotation has been supplied to Clerk


11.   Plaque for Village Hall defibrillator:

                   Plaque for Mr K Brown – Clerk has ordered.


12.   Traffic Calming Group:

                No meeting has been held, awaiting date from group.


13.   War Memorial

                It is believed war memorial has had its inscriptions enhanced. Mr Cherry to confirm.


14.   Parking in College Crescent

BCC Councillor Mrs Macpherson to report on progress. – No update received – Mrs Macpherson to follow up.


15.   Door Step Selling

             Clerk reported no objections have been received after flyer distribution, so will go ahead with the next step.


16.   Footpath and Rights of Way

             BCC have reported there was a blockage on Footpath 28, as reported, but is having difficulty tracing the owning. Bill Piers, of the Ramblers Association, has however been given permission to clear the blockage. Mr Mole to give update.


17.   Devolution:

                Update from Councillor Mr Finn on quotation from Countrywide Maintenance Ltd

                Discussion on Grass Cutting for next year to take place.


18.                   Defibrillator for First Response Team

                Update from Councillor Mrs Daly and from the Clerk.


19.   “Shabby Oakley”

20.   Development on Brill Road

                It was reported to the Clerk that no further action on the “Stop Notice” will be taking place at this time.


21.   Housing and Planning Bill
