Mrs A Macpherson (BCC member for Oakley) – who has informed the Parish Council that she has to attend an AVDC Cabinet Meeting on the first Tuesday of every month, so will rarely attend Parish meetings in future.
3. Minutes of the last meeting:
The minutes of the last meeting, held Tuesday 4th August 2015, were approved and signed. Proposed by Mr D Cherry and seconded by Mr R Craddock.
4. Representation from Bernwode Residents Group
Mr Will Sadler attended the meeting representing the Bernwode Residents Group (BRG). A copy of the group’s accounts was given to all councillors. The accounts showed monies received from residents, local Parish Councils and organisations and also showed monies spent on Solicitors, planning experts and professional organisations to help fight the case. Mr Sadler gave an update on where they were and explained a landscape architect had been employed to assess the site and photographs had been obtained. He gave figures for the cost of the solicitor attending the up and coming meeting on 29th September 2015 to fight the appeal; money had also been spent checking ownerships and gathering information. The monies needed for this amounted to around £8,000 and Mr Sadler informed all that they had received a generous donation towards cost from one individual that amounted to roughly a third of the cost, but, of course, there was a sizeable shortfall to cover all total costs. The Chairman thanked Mr Sadler for attending the meeting and he informed Mr Sadler that a vote on a donation to BRG would be taken during Item 10 on the agenda.
5. BCC Highways Department / Transport For Bucks (TfB):
No update received from Councillor Mrs A Macpherson regarding progress of her meeting with TfB
ii) Reported road defects:
The Turnpike –ongoing since 2012. Mr Paul Foot (TfB) will check with colleagues in the Asset Management Team and it may be possible to add to a scheme for The Foresters, if that is successful.
Pot hole at “The Foresters” is crumbling again – Reported – 7th February 2015. This road has now been added to the above list of schemes. Mr Foot proposes to get the jet patcher in to do some repairs in the next couple of weeks
iii) Reported pavement defects:
Pavement Brill Road/Maple Court still outstanding – reported Aug 2012.
Pavement either side of 27 Worminghall Road (near the School) is in need of repair – reported Jun 2014 – COMPLETED – remove from agenda
Pavement on Manor Road opposite Manor Farm – crumbling – reported Oct 2014
Pavement has collapsed on Oxford Road, past Village Hall on left, on leaving village – reported Dec 2014.
Pavement in College Crescent opposite No.50 in need of repair - reported Apr 2015
Mr Foot has informed OPC in June he will prioritise according to their current condition and would hope the works completed in the next 3 months.
iv) Reported drain defects:
Drains Brill Road reported Mar 2013 – request for jetting - still outstanding. The verge encroachment has been cut back to enable the jetting machine to access and clear the gullies.
Manor Road drains cover – reported Oct 2014. – This has already been reported to Thames Water in
February – a reminder will be sent to them. Reminder not yet sent.
Drain cover outside church – reported April 2015 – This will be added to the list of jobs for the maintenance team. Order has been issued but work is not yet completed.
v) Other defects
White lining and cat’s eyes at The Foresters reported May 2014—white lining gang was recently in Long Crendon, The 30 mph roundel was also removed from the road in Oakley in August, but no progress on white line.
Kerb setts loose by Oakley Garage – no progress.
PP Clerk has reported to BCC that a tree (next to BT10 – opposite Rambler Cottage) needs cutting. This was reported Aug 2014. The Parish Council had already ascertained the tree in on Highways land. Highways say this tree is not theirs – PP to communicate this.
Kerb sett out opposite Primrose Cottage on Oxford Road, this is due to traffic lights when road works were taking place. Kerb setts lay on verge on Manor Road – no progress.
vi) Any new defects to report?

6. Play Area/Playing Field:
i) Playing Field Survey
PP Update on involving youths in the Village.- Mrs Daly and Mrs Pointer have agreed to arrange a meeting on 12 or 13th October 2015 in the Village Hall – Clerk to check with Mr Walker to see if hall is available.
JM Multi Use Games Area and Outside Gym – Mr Mole to email Clerk with photographs.
ii) Acorn Trail (footpath)
JM Update on LAF lighting submission from Mr Mole – no update
PP Clerk has emailed Mr Haynes re the problem with cracks on the new footpath. No update
iii) Dog Waste Bins
RC Mr Craddock had no update on new litter bin and one dog waste bin.
iv) Bowling Green
Clerk informed all that 106 Fund has now been received. VAT has been applied for and should be received within next 10 to 12 days. Chairman reported that “snags” were still being sorted. Chairman gave Clerk a cheque received for £47,220.00 from the Wren fund to be banked for bowling green.
v) Survey of Playing Field
DC Mr Cherry to update on electronic copy of survey – not yet received.
JM Mr Mole to get A2 size map, once he has the electronic copy.
vi) Bowling Green Peppercorn Rent
PP Update on deed for Bowling Club Peppercorn Rent – Clerk reported she is working on the deed.
vii) Wicksteed Annual Service to Children’s Playground
Mr Kilpin reported he had attended an “on site” meeting with the Service Engineer from Wicksteed Leisure and report had been received. It was agreed that there were no high priority works to be completed in the report and Mr Kilpin will continue to monitor the play area and carryout any chain oiling and screw tightening that is needed.
7. Street Lights defects:
i) Enquiry underway for quotations for following new lamps:
· Bicester Road, Churchfield House, between: Bicester Road 7 (BT7) – The Nap turn and Bicester Road 8 (BT8) – Church entrance – Bicester side. There is an electricity pole in the right place.
· Middle of Ashfield Rise – no electricity nearby
· 17 Brill Road – no electricity pole nearby
RC No update from Mr Craddock.
ii) Existing defects
BT10 – Bicester Road (opposite Ramblers Cottage) Glass cover was on ground but is now missing. – This has been reported but not repaired. Clerk has contacted Aylesbury Mains Ltd
iii) New defects to report?
8. Common Land:
i) Layby opposite “IBS Site”, Thame Road infested with Japanese Knotweed
The Knotweed was sprayed by BCC on 17th August 2015.
9. Anti-Social Behaviour
Graffiti written on the Scout Hut – reported
PP Public Telephone at Turnpike, vandalised and a window smashed. – It was agreed for Clerk to Contact BT and inform them of this. After the meeting Mr Kilpin informed Clerk that the public telephone was not working – Clerk will also report this to BT.
10. Donation for Bernwode Residents Group
It was proposed by Mr D Cherry and seconded by Mr D Pearce that a donation of £500 was given towards the appeal regarding the Gypsy Site between Worminghall and Oakley, all Councillors were in agreement.
11. Parish Council Notice Board:
A quotation had been received, for £150/£180, for work to install 3 slabs in front of the notice board and 2 or 3 slabs from the pavement over the grass to the notice board. It was agreed to ask the contractor to add two more slabs in front of the notice board, thus giving a larger area to stand in front of the notice board. It was Proposed by Mr D Cherry and seconded by Mr R Craddock that we go ahead with this work. All Councillors were in agreement.
PP Clerk to contact the contractor and to get a date when work can be completed (with the extra two slabs).
12. New Filing Cabinet:
Clerk reported Mr Finn had obtained a new filing cabinet off eBay for £28 and it was now installed at the Village Hall. – remove from agenda
13. Churchyard Extension
PP Second quote received for over £1000 – it was agreed that Clerk will contact Mr Genever to obtain a third quote.
14. Defibrillator for Oakley Village:
JM Update on defibrillator training. – Mr Finn not available to give update. Plaque for Mr K Brown, Mr Mole will give clerk the information for the plaque.
The Chairman gave Clerk a cheque for £95 from the “Oakley Relief in Need Charity” to cover the shortfall we had for the Defibrillator machines. Clerk will send a letter of thanks.
15. Traffic Calming Group:
JM Update on arrangement for meeting with Oakley Traffic Action Group – Meeting to be arranged for some time in October.
PP Clerk is setting up Service Contract for MVAS
Update on price of traffic calming signs – Clerk had printed off prices of signs etc., and it was agreed to circulate to all councillors.
16. War Memorial
Clerk reported she is waiting for contractor to take a look at work to be carried out and a quote will be given.
17. Parking in College Crescent
PP BCC Councillor Mrs Macpherson was to report on progress. – Clerk to chase before next meeting.
18. Door Step Selling
PP Report on progress on Clerk to producing flyer. Clerk will complete the flyer this month.
19. Parking on Brill Road (Nos 9 through to 29 – excluding 27/27A)
Clerk reported to PCSO Sue Jones – email received back from PCSO Sue Jones, confirming she will keep an eye on the problem – remove from agenda
20. Footpath and Rights of Way
Update from BCC on blockages on Footpath 28, the Chairman informed the meeting that BCC Rights of Way department had replied but were actually discussing footpath number 2 – so he has informed them of their error and is waiting for a reply on the footpath in question.

Update from Mr Kilpin on other Electricity Companies prices and contracts
Mr Kilpin reported that having looked into other electricity companies, it seems clear that EON are the only providers for unmetered street light electricity. Given the fact that although prices have risen considerable, it must be noted that a rise in prices has not occurred for a number of years. Mr Kilpin said he will continue looking for an alternative company.

PP Email has been received from Oakley Gardening Club requesting permission to light a small controlled bonfire when weather permits, by the Orchard to clear weeds etc., All Councillors agreed to this. Clerk to email Gardening Club to with details
Mrs Daly reported that her “1st Responder” training will take place over the weekend of 26th/27th September.
PP Mr Cherry reported he had been approached by a resident who complained regarding how “shabby the village was looking at present. Particularly between School and The Royal Oak, lots of weeds need clearing. The question was asked if there is Weeding being completed by BCC. It was agreed to add this subject to October Agenda.
