Minutes of the Last Meeting

The minutes of the meeting held on 1st September 2009 were discussed and approved as an accurate account of the meeting, and signed by the Chairman.

Matters Arising

Highways Department

Potholes

  • No new potholes were reported

               

Other items to note (not highways)

  • Kerbsetts on the corner of Manor Road and The Turnpike by the Chandos Arms have not been repaired.  Clerk to contact Highways Departement
  • Kerbsetts at the junction of Manor Road and Bicester Road to be replaced.
  • Vegetation growing over the wall outside 7 Oxford Road is now obstructing the footpath.
  • One parishioner reported an accident due to a hole in the footpath  along Manor Road.  AVDC stated that there was no liability on their part.  The Parish Council cannot take this matter further but advises people to take photographs of  the area at the time of any incident to use as evidence if needed in the future.

Protection of Common Land

Lay-bys on the Thame Road

·         The tarmac on the lay by opposite IBS has been broken up and the lay by has been cleared of rubbish.

Street Lights

·         Street light on Manor Road reported.

·         The light fixture is missing from 1 Bicester Road.  Clerk to contact Aylesbury Mains for replacement.

Play Area/Playing Field

·         Wicksteed have carried out their annual inspection.

Anti Social Behaviour

·         Nothing reported this month.

Bucks Recycling

The Environment Agency confirmed that Bucks Recycling can burn wood but it must be in a closed container such as an incinerator, not as waste on an open bonfire.

Land at Oxford Road

·         Clerk to contact Lightfoot Solicitors for update on the progress.

Parking on Footpaths

·         Parking on the footpaths and grass verges around the village is still a problem. It has been noted that a by-law can be passed to stop this practice.  Clerk to contact local CPSO.

Jericho Farm

·         A planning application has been received for the work to continue at Jericho Farm.  This was discussed and the Parish Council have opposed this application on the grounds of the lorries coming back through the village.

Affordable Housing

·         Work on the new footpath along the existing Elmwood Close has not yet started.  Clerk to ascertain update on the progress.

SID/Traffic Calming Measures

·         Clerk to request a firm quotation for construction and installation of the new pedestrian refuge crossing on the Bicester Road.

·         The request to modify the junction of Brill Road and Thame Road was dismissed by Bucks County Council as not viable.

·         The Traffic Survey for Area 11 has slipped again to spring 2010.

·         Oakley Traffic Action Group requested costs to install the Vehicle Activated Signs on the entrance roads to Oakley.  Clerk to obtain costs.

Sewers

·         Clerk to chase Thames Water regarding the  exploratory work on the sewers along the Worminghall Road which has taken place three times in the last month.

Any Other Business

Bonfires

·         It has been noted that many bonfires are stared after dark.  If these fires become a nuisance for neighbours in the close vicinity contact the Environment Agency on their Helpline.

·         Clerk to contact Brill Parish Council to request the hedge be trimmed back from the Bicester Road.

Oakley First Responder

·         A parishioner requested that Oakley should have more than one responder in the village.  The Chairman explained that this was a voluntary position.  One responder is funded, subsequent people would cost £6,000 to train and equip.

The next meeting of the Parish Council is scheduled to take place on Tuesday,  3rd November  2009 at 7.30 p.m., in the Village Hall.
