Minutes of the Last Meeting

Matters Arising

Highways Department

Potholes

  • No new potholes were reported
  • Depression outside 33 Worminghall Road has not been repaired.  Clerk to pursue this matter.

               

Other items to note (not highways)

  • Kerbsetts at the junction of Manor Road and Bicester Road have still not been replaced.  Clerk to chase this repair.

Protection of Common Land

Lay-bys on the Thame Road

·         Nothing to report his month

Street Lights

·         Light on Manor Road has been reported.

·         Light fitting missing from Bicester Road has been reported.

Play Area/Playing Field

·         Following the annual inspection of the play equipment by Wicksteed, two minor repairs have been identified.  Clerk to request Wicksteed to carry out  said repairs.

Anti Social Behaviour

·         Nothing reported this month.

Bucks Recycling

·         A representative from Bucks Recycling informed  the meeting that the wood burning was in a contained area that provided heating for the water used in the portacabin.  No waste material was burnt on site.  The Chairman thanked them for attending the meeting to explain the situation.

Land at Oxford Road

·         It was unanimously agreed to go ahead with the sale of the land on the terms laid down by Aylesbury Vale District Council.  Clerk to instruct the solicitors to complete the sale.

Parking on Footpaths

·         Parking on the footpaths and grass verges around the village is still a problem. It has been noted that a by-law can be passed to stop this practice.  Clerk to request local CPSO issue letters to the owners of vehicles causing an obstruction.

Bus Timetable

·         Mr Dave Roberts from Bucks County Council Transportation attended the meeting to explain the changes in the new timetable and why certain buses have been taken out of service.  It had been suggested that Route 30 to Bicester on Friday may be able to continue if local parishes were prepared to pay a subsidy.  After a lengthy discussion the parish council voted against this course of action.

Jericho Farm

·         No decision by Aylesbury Vale District Council Planning Department has been made to date.  The parish council will monitor this situation.

Affordable Housing

·         Work on the new footpath along the existing Elmwood Close has been delayed.  Work should now start the middle of November.

SID/Traffic Calming Measures

·         Still awaiting a firm quotation for the pedestrian refuge crossing.  Clerk to chase Highways Department for an answer.

·         The question of insurance was raised for members of the community acting for the Oakley Traffic Action Group.  Members of any voluntary group are covered by the parish council insurance provided that the group is an authorised sub-committee of the parish council, all actions to be sanctioned and controlled by the parish council and noted in the minutes before any event takes place.

Sewers

·         Clerk to chase Thames Water regarding the  exploratory work on the sewers along the Worminghall Road which has taken place three times in the last month.

  • Delegated Budget applications 2010/11 - Discussion took place concerning the Local Area Forum budget and it was agreed to bid for a contribution towards a footpath along the Bicester Road.

Any Other Business

Bonfires

·         The Environment Agency will not uphold complaints about bonfires unless they are a classed as a nuisance.  Burning general garden waste is not considered unreasonable.

Grant for Affordable Housing

·         It was suggested that some of the grant received for the parish from the affordable housing may be put towards an all purpose outdoor court.

Aylesbury Vale District Council Choice Based Letting

·         AVDC are to advertise housing to let on their website thus allowing residents to apply for the property of their choice.

The next meeting of the Parish Council is scheduled to take place on Tuesday,  1st December  2009 at 7.30 p.m., in the Village Hall.
