3. Minutes of the last meeting:
The minutes of the last meeting, held on Tuesday 7th April 2015, were approved; proposed for signature by Mr D Pearce and seconded by Mr R Craddock and signed by the Chairman
4. Matters arising:
i) BCC Highways Department: Roads
Chairman reported that he and Mr P Kilpin had met with Mr Paul Foot from Highways Technician who had acknowledged all outstanding road defects/potholes etc.,
a) Reported road defects:
Major Pothole on Oxford Road outside the Village Hall – reported Apr 2015. Marked up
The Turnpike, from junction with Bicester Road, has several potholes, some have been marked up with white lines. Marked up
Pot hole at “Foresters” is crumbling again – Reported – Feb 2015
Two new Potholes outside 19 and 21 Manor Road – Completed
Jericho Hill (Oxford Road) one large pothole at top of hill on entering the village. Completed
Kerb sets by Oakley Garage – reported Apr 2015
b) Reported pavement defects:
Pavement Brill Road/Maple Court still outstanding – reported Aug 2012 - This will be placed into a future works programme.
Pavement either side of 27 Worminghall Road is in need of repair – reported Jun 2014 -Low priority as small area only. – This will be placed into a future works programme.
Pavement on Manor Road opposite Manor Farm –crumbling – reported Oct 2014 – Inspected requires reconstruction – no CAT 1 Defects An order will be raised and placed into a future works programme.
Pavement collapsed on Oxford Road, past Village Hall on left, as you leave the village – reported Dec 2014. This will be inspected and actioned as necessary.
Pavement in College Crescent opposite No.50 - reported Apr 2015
c) Reported drain defects:
Drains Brill Road reported Mar 2013 – request for jetting - still outstanding - Reactive order has been raised. Due to high demand on resource we have secured extra resource to catch up on outstanding orders, programme to be confirmed.
Manor Road drain cover – reported Oct 2014.
PP Drain cover outside church – unsure if this has been reported. Clerk to report
d) Other defects
White lining and cat’s eyes at The Foresters reported May 2014- Awaiting decision from supervisor re: need for road closure.
Clerk has reported to BCC that a tree (next to BT10 – opposite Rambler Cottage) needs cutting. This was reported Aug 2014. Paul Foot said he would contact tree surgeon.
e) Mrs Keating Memorial seat
DC Mr Cherry to report on progress – at next meeting.

5. Annual Parish Council Insurance.
Clerk informed all that Annual Parish Council Insurance was due to be paid before the next meeting. Cost had only increased by two pence from last year. It was agreed that the Parish Council would stay with the same insurers. Proposed by Mr D Cherry and seconded by Mr D Pearce
6. Play Area/Playing Field:
i) Playing Field Survey
Mrs Daly reported that she had attended a workshop on “Engaging young people to become more involved and active within their villagers”. She added that she found the workshop very useful and has been given lots of ideas on how to involve the youth of the village in various organisations. It was agreed discussion will take place at next month’s meeting.
PP Reminders to keep on agenda, Multi Purpose Outside Gym and Multi Use Games Area.
ii) Acorn Trail (footpath)
The path had not been completed at the time of the meeting, awaiting completion.
iii) Dog Waste Bins
PP Clerk to order new Waste Bin for positioning at bottom of Brill Road. To be decided whether a post is needed.
iv) Bowling Green
Disposal of spoil – Mr Kipp informed all that the contractors will only dig 20 cm, so he can see no problem with the spoils as it will not be a large amount. Mr Cherry said if this is the case it is fine, if a problem it could be moved to the layby on Bicester Road. There was some discussion as to how much spoil 20 cm across the bowling area would represented. It was stated by Mr Kipp that the deeper digging around the edge of the bowling area, would be taken up by the bunding. It was noted by the Council that the cost of this work would be down to the Bowling Club.

7. Street Lights defects:
i) Enquiry underway for quotations for following new lamps:
Clerk has resent enquiry – have now received a reply asking for a meeting to be arranged to visit sites.
· Bicester Road, Churchfield House, between: Bicester Road 7 (BT7) – The Nap turn and Bicester Road 8 (BT8) – Church entrance – Bicester side. There is an electricity pole in the right place.
· Middle of Ashfield Rise – no electricity nearby
· 17 Brill Road – no electricity pole nearby
PP Clerk confirmed that she has received an answer from company asking to arrange a meeting so they can come and look at where we would wish the lamps sited.
ii) Any new defects to report?
8. Common Land:
i) Layby opposite “IBS Site”, Thame Road
Update on “Japanese Knotweed” - discussion took place with regards to Clerks telephone call with Mrs Angela Macpherson and the question asked regarding the fact that the land were the knotweed is situated is Common Land and is jointly owned by Oakley Parish Council/Bucks County Council/Aylesbury Vale District Council, could the cost of removing the knotweed be split 3 ways. An email had been received from BCC Highways saying that it is possible that the knotweed comes under BCC devolution contract, but as was pointed out to BCC OPC has not joined devolution – tranche 1.
PP/JM Further discussions to take place over the next month.

9. Anti-Social Behaviour
A break-in was reported on 27th April 2015 at a house in Bicester Road
10. Churchyard Extension
PP Clerk to get one more quote for the hedging and planting for next meeting.
DC Mr Cherry is investigating acquiring some trees to place within the hedge.
11. Defibrillator for Oakley Village:
Mr Finn informed the meeting that Mr Tim Allen has taken on the role of looking after the defibrillator machine at the village hall, as he is a qualified First Responder and will ensure that it is replenished if used.
Councillor Mrs M Daly reported that she has also now qualified as a First Responder. She said Mr Allen had said that since the Parish Council had not come up with a suitable location for the second defibrillator machine would there be a possibility that Mrs Daly could use it to support her new position. Councillors agreed that this could be a possibility and will be discussed at the next meeting
AF Mr Finn is to pass on to the Clerk the details from Mr Allen regarding training on the Defibrillator machine.
12. War Memorial
PP Clerk to speak with Nick Rogers for help in obtaining a contractor.
13. Parking in College Crescent
DC Mr Cherry to report on contact with BCC to see if anything has changed regards funding for car parking in College Crescent.
AMcp Ms Macpherson has contacted BCC regarding the Housing Association/BCC report that was agreed a couple of years ago.
PP Clerk received a telephone call from Mr Foot at BCC asking what was decided as far as we are aware, between the Housing Association and BCC.

16. Parking on Pavements in Oxford Road
The Parish Council meeting coincided with an Oakley United Football Club match, as a result the car park was full and as such there was parking on Oxford Road pavements. PC Jones who had attended The Annual Parish Meeting held earlier this evening said she would issue notices on the cars who were parked on the pavements.

22. Any Other Business:
It was reported that the guard around the Millennium Oak tree has gone rusty, it was agreed for it to be taken off the tree and refurbed and perhaps then used in the churchyard extension.
