MEETING of OAKLEY PARISH COUNCIL

Tuesday 2nd June 2015

MINUTES

 

Open question time for Parishioners – No questions – 1 Parishioner attended

 

1.         Proposals for Offices of Chairman and Vice Chairman of Oakley Parish Council for the forthcoming year.

Councillors elected on May 7th were: Mr J Mole, Mr D Cherry, Mr P Kilpin, Mr D Pearce, Mr R Craddock, Mr A Finn and Mrs M Daly.

Clerk asked for proposals for office of Chairman of Oakley Parish Council.  Mr Craddock proposed Mr Mole as Chairman and Mr Cherry seconded the proposal. No other nominations were received. All Councillors agreed to appoint Mr Mole as Chairman.

Chairman Mr Mole asked for proposals for office of Vice Chairman, Mr P Kilpin proposed Mr Cherry and Mr Pearce seconded the proposal. No other nominations were received. All Councillors agreed to appoint Mr Cherry as Vice Chairman.

4.         Minutes of the last meeting:

The minutes of the last meeting, held Tuesday 5th May 2015, were approved; proposed for signature by Mr D Cherry and seconded by Mr R Craddock and signed by the Chairman.

 

5.         Register of Interest:

ALL         Forms to be signed by all Councillors – these were given to all Councillors. The Clerk asked all to sign and return to her as soon as possible.  Mr Finn’s and Mrs Daly’s were kept by the Clerk.

 

6.         Pensions Regulator Letter

PP           Clerk informed the Council that she had received a letter from Pension Regulator’s informing the PC that our staging date is 1 May 2017 and also that OPC have to nominate a contact by 30 June 2015.  Clerk to speak with FRS Accountants.

 

7.         Annual Payments, subscriptions, etc.

                Parish Council Insurance – This was approved to subscribe to Aon offer of lower price insurance at the May meeting, it was clarified that OPC need to stay with them for the next 3 years.

It was proposed by Mr D Cherry that the above annual subscriptions and PC Donations it be paid, this was seconded by Mr Kilpin.  All Councillors present were in agreement.

 

8.       Matters arising:

i)           BCC Highways Department: Roads – Report from Mr Paul Foot received 02.06.2015

a)       Reported road defects:

The Turnpike – This work is outside the scope of our Minor Works team.  This will be appended to a list of schemes being considered for patching/resurfacing using capital monies which have been released by the County Council.

Pot hole at “Foresters” is crumbling again – Reported – 7th February 2015 This has been looked at recently and the previous repair is holding, but it is the road surface surrounding it which is eroding.  This road has now been added to the above list of schemes, but it could possibly need a holding repair done within the next couple of weeks.

b)       Reported pavement defects:

                                BCC Highways have acknowledged that there are a number of these outstanding.  Mr Foot has informed us he will prioritise according to their current condition and would hope the works completed in the next 3 months.

c)        Reported drain defects:

                                Drains Brill Road reported Mar 2013 – request for jetting - still outstanding. The verge encroachment will be cut back within the next couple of weeks to enable the jetting machine to access and clear the gullies.

                                Manor Road drains cover – reported Oct 2014. This has already been reported to Thames Water in February – a reminder will be sent to them.

                                Drain cover outside church – reported April 2015 – This will be added to the list of jobs for the maintenance team

d)       Other defects

                                White lining and cat’s eyes at The Foresters reported May 2014- Unfortunately there is no update on this matter, Mr Foot will speak to the Area Manager.

                                Kerb setts loose by Oakley Garage – These were recorded on Mr Foot’s recent visit also a short section at Manor Road.

Clerk has reported to BCC that a tree (next to BT10 – opposite Rambler Cottage) needs cutting. This was reported Aug 2014. Mr Foot had reported that he would contact tree surgeon at an earlier date, but he has not done this of yet but he is going to check it when next in the area and depending on the actual status of the tree will arrange for the requisite works or notify the landowner. The Parish Council had already ascertained the tree in on Highways land.

e)         Memorial seats

DC                           Mr Cherry reported on progress on Mrs Keating seat (new seat), still in discussion with family.

JM                           Mr Mole had nothing to report on progress on Mrs Gladdy’s seat (existing seat by School) Mr Mole to speak with Mr Kinch when he is next in the village.

f)           Any new defects to report?

3 potholes one 4” deep just before turn left into Turnpike – These were repaired day after the meeting.

PP                           Kerb set out opposite Primrose Cottage on Oxford Road, this is due to traffic lights when road works were taking place. Clerk to report

Kerb sets lay on verge on Manor Road – This has already been reported and Mr Foot acknowledged in his report.

 

9.       Play Area/Playing Field:

i)           Playing Field Survey

MD                   Discussion on how to move forward with Councillor Mrs Daly’s ideas with the youth of the village. As Mrs Daly could not attend this meeting it was decided to keep on agenda for July meeting

MR                   Multi Use Games Area – Mr Rand to supply information to Mr Cherry

Outside Gym – no update (to be kept on agenda).

ii)         Acorn Trail (footpath)

                         Path is now completed and Councillors are pleased with the work carried out.

DC / JM           Mr Cherry to supply information on lighting the path, Mr Mole will then apply to LAF for money.

iii)        Dog Waste Bins

PP                     Clerk to order new Waste Bin for positioning at bottom of Brill Road

PP                     Photographs produced from William Green on state of bins. – Clerk to order a new Dog Waste Bin, PP to thank Mr Green for his observations.

iv)        Bowling Green

                         Insurance – have the bowling club got their own insurance for the new green and shed?

                         Discussions took place regarding Bowling Green Club asking for permission to erect a shed at the new outdoor bowling green when it is completed.  It was agreed by all that providing the following is adhered to by the Bowling Club, permission would be given:

·      Shed size will be no larger than requested size (12ft x 8ft)

·      Shed colour will be green all over – including the roof (no white roof)

·      The shed to be set back into the hedge as much as possible with longest side parallel to the hedge.

·      There must be enough space between the shed and the Bowling Green to allow the building of a ‘perimeter path’ around the playing field in the future.

·      Cost will be met by the Bowling Club

JM                    Mr Mole to feedback the above to Mr Ashurst

JM                    Disposal of spoil - Mr Mole to meet contractors to ensure OPC are happy with provision of spoil disposal.

v)         Grass Cutting by BCC

                         Countrywide asked to ensure they cut the grass around the Orchard – this is now being done.

DC                    Football Club to be asked to remove white posts around pitch – Mr Cherry to check the posts around the pitch have been removed.

vi)        Survey of Playing Field

DC                    Reminder to send copy of survey by email to Clerk for filing and Mr Mole

JM                    Mr Mole to get A2 size map.

vii)       Scout Hut Rent

PP                     It was brought to the attention of the Councillors that the “Peppercorn Rent” which has always been paid by the Scout Group has lapsed.  This is due to changes on both sides and new people not knowing that this agreement existed.  Clerk to check if she can find any paperwork on the actual amount from archive files.

viii)     Wickstead Repair to Children’s Playground Charges

PP                     Update on outstanding query on roller slide equipment – Clerk to pass to Mr Finn

 

10.   Street Lights defects:

i)           Enquiry underway for quotations for following new lamps:

Clerk has resent enquiry – have now received a reply.

·       Bicester Road, Churchfield House, between: Bicester Road 7 (BT7) – The Nap turn and Bicester Road 8 (BT8) – Church entrance – Bicester side.  There is an electricity pole in the right place.

·       Middle of Ashfield Rise – no electricity nearby

·       17 Brill Road – no electricity pole nearby

PP / RC            Clerk to pass information to Mr Craddock for him to arrange to meet the company in Oakley and walk them around to where the quotes are needed.

ii)          Any new defects to report?

None.

 

11.   Common Land:

i)           Layby opposite “IBS Site”, Thame Road

JM                    Update on “Japanese Knotweed” – no update to date, but Mr Mole will speak again with Ms Macpherson

Mr Mole supplied details of ownership/custodianship of Common Land. OPC attempted to register the land as Parish Council land in 1977, the Commons Commissioner ruled that there was no historical evidence to allow this, so the land is protected (but not owned) by the Parish, District and County Councils.

 

12.     Anti-Social Behaviour

None reported

 

13.      Churchyard Extension

PP           A second quote is needed for hedging and planting around Churchyard extension – Clerk to ask Ferndale Landscapes for a quote

Mr Cherry reported that Ms Claridge has confirmed that she wishes to pay for the hedges in the new part of the churchyard and Mr Cherry informed all that he will provide the Oak Tree.

 

14.      Defibrillator for Oakley Village:

PP           Training on Defibrillator – Clerk informed all that she has now received email regarding arranging a date for training. It was agreed to try for Tuesday 14th July as this would give us time to announce it in the Oakley Informer.

JM           It was also agreed that when announcement is put in Oakley Informer to ask people to call the Clerk to book a place as there are only 15-20 people allowed to attend the training.  It was agreed, depending on the response second date for training.

Clerk also informed all that she had received a request from South Bucks Ambulance, asking to put a poster up in the village asking for First Responders for emergencies.  Training would be over two days and free of charge.

JM           It was also agreed before any decision is taken on the second. Defibrillator for the village Mr Mole will speak with Mr Ken Brown’s family regarding the decision on where it should be.

 

15.     War Memorial

PP           Clerk to speak with Nick Rogers for help in obtaining a contractor.

 

16.     Parking in College Crescent

Regarding parking – Mr Cherry to report on contact with BCC to see if anything has changed regards funding for car parking in College Crescent.   – Still awaiting response back from BCC Highways.

AMcp     AMcp to feedback on Housing Association / BCC report on parking in this area.

 

17.   Quotations for CCTV Camera’s at Village Hall:

Still waiting on quote from Mr Cherry – not yet received.

 

18.   Gigaclear

JM           Status of Gigaclear, advertising requirements? – It was discussed that Gigaclear seem to have ‘disappeared’ at present. JM to follow up with Gigaclear.

 

19.   Affordable Housing in Oakley

What is effect of the Government’s new initiation on “Right to Buy” on Oakley’s stock of affordable housing?  There is no news from the Government on this as yet,   Mr Rand will inform when there is.

 

20.   Door Step Selling

PP           Clerk reported she had received an email regarding door step selling, and the question asked was it possible to have signs stating “Door Step Selling Not Welcome” at the entrances to the village.  They do have this at Brill.  Clerk to enquire how Brill got the signs.

Variation on conditions 3 of planning permission 09/01672/APP relating to extension of two year period from July 2014 for construction of earth bunds.

AVDC Planning Committee was attended by Councillor Mr Kilpin, he reported that our objection was unsuccessful and permission was given to extend the for a two year period from July 2014.  Although it was agreed at that meeting that no further extensions would be given by AVDC Planning Department.

25.   Any Other Business:

JM           Mr Craddock asked if it would be possible to have more “traffic calming” notices on the entrances to the Village. He suggested that maybe the school could design them for us.  Mr Kilpin informed all that OPC have tried before to obtain further “traffic calming” signs and were told that it was not allowed to add to the signs already in the village, he went on to say it is to do with where they would have to be positioned and health and safety requirements.  It was decided to involve the MVAS committee and Mr Mole said he would arrange a meeting.
