Minutes of the Last Meeting

The minutes of the meeting held on 7th June  2011 were discussed and approved as an accurate account of the meeting, and signed by the Chairman.

Matters Arising

Highways Department

Potholes

  • Highways have stated that the roads will probably not be fully repaired until the Churchill lorries have completed their contract.  The Parish Council found this decision unacceptable as the contract is for a further three years.  Clerk to write to Bucks County Council.

Other items to note (not highways)

·          It has been noted that there are several kerbstones loose or mislodged on Manor Road.  Clerk to contact Highways

Protection of Common Land

Lay-bys on the Thame Road

·          Horton Cars appear to be selling cars from the premises.  Clerk to ascertain the conditions of trading.

·          The loading/unloading of vehicles by IBS is still a concern.  Parish Council are monitoring the situation.

Play Area / Playing Field

·          Councillors David Cherry and Andy Finn have requested an up to date quotation for submission for grant funding applications.

Street Lights

·          No street lights reported this month.

Anti Social Behaviour

·          Nothing reported this month although sightings of a blue van and a white van loitering within the village has been noted.

Bucks Recycling

·         It has been noted that the land behind Bucks Recycling adjoining the area that has been made into a driveway, is fenced off.  Clerk to contact Worminghall Parish Council to see if planning permission has been requested.  Clerk to contact Bucks County Council to ascertain what is happening about the contaminated crushed concrete that has been put down on the bridlepath.

Royal Oak Public House

·          Councillors John Mole and Paul Kilpin are preparing a statement for presentation at the appeal should the opportunity arise.

Parking around the village

·          The problem of parking in College Crescent has been raised with Vale of Aylesbury Housing Trust and is ongoing.  A representative of VAHT will be invited to the next parish council meeting.

Signs around the village

·          It appears that signs are being taken down promptly after the events.

Scrap Yard, Oxford Road

·          AVDC Planning Enforcement Officer has visited the site and is following up the enforcement procedure.

Mains Gas in Villages

·          No further information this month.

Little London Green

·          The problem with the sewers along Little London Green was dealt with promptly by the Parish council due to the health hazard.  All residents concerned have now been notified.

·          The hawthorn bush that is growing on the Green  is to be removed by the councillors.

Jericho Farm

·          There seems to be some delay with the licence for this activity to recommence.

SID/Traffic Calming Measures

·          Following the meeting between Oakley Parish Council and Bucks County Council it has been decided to revert back to the original plan for a pedestrian refuge crossing on the Bicester Road.  The Parish Council have requested costings for this work.

Any Other Business

Playing Field / Football Pitch

·          Councillor Derek Pearce felt that it was too dry for mole-ploughing the football pitch in time for the special match on 23rd July and would be better to wait until next year.  Councillors decided to postpone the mole-ploughing.

·          Ann-Marie Davies is drafting the document for this to go ahead.

29 College Crescent

·          The grass has been cut and the barbeque and tyres have been removed from the back garden.

Milestone on Thame Road

·          It has been noted that the milestone by Cowleas has been replaced.  Clerk to find out why others have not been included ie the one in Oakley opposite the Church.

Speed Limit signs

·          It has been suggested that the Parish Council look into the possibility of the 30 mph signs which state 'its 30 mph for a reason – think' to be placed on the gates at the edge of the village.

·          The question has been raise as to the legal position of selling from the roadside or from common land.  Clerk to speak to AVDC planning department

The next meeting of the Parish Council is scheduled to take place on Tuesday,

2nd August 2011 in the Village Hall.
