Minutes of the Last Meeting

It was brought to the attention of the meeting that District Councillor Michael Rand's apologies for the last meeting had not been  recorded.  The minutes of the meeting held on 4th January 2011 were discussed and then approved as an accurate account of the meeting, and signed by the Chairman.

Matters Arising

Play Area/Playing Field

·         Mr Tony White, Playgound Facilities Ltd, gave a presentation on the plan submitted for the new upgrade of the playground project.  The councillors thanked him for the presentation and advised that it would be considered along with the other submissions.

·         Grass cutting contracts were discussed and the parish council awarded Westbury Groundcare the contract for cutting the grass around the main playing field, The Nap, Little London Green and the Lay-by on the Thame Road.  Oakley Pre School will continue to cut and strim the grass within the play area of the playing field.

·         The tractor shed is to be renovated.  Chairman Roy Fennell to speak to Mr Hopcroft about a skip.

·         The Parish Council agreed to allowing advertising boards around the football pitch on match days but requested that they be removed after the game is over.

Highways Department

Potholes

  • Following the reply received from Bucks County Council to OPC  request for a weight limit be introduced to stop heavy vehicles using the Turnpike, it was suggested that a sign 'Unsuitable for heavy vehicles'  be erected.
  • A pothole was reported on the footpath opposite Rambler Cottage

Other items to note (not highways)

  • Following the recent heavy snowfall it was reported that Bucks County Council have issued new 17 page contract for negotiation.

Protection of Common Land

Lay-bys on the Thame Road

·         Further reports of the lorries parking and unloading on the B4011 at IBS have been received.  OPC to look into the conditions of the operators licence.

Street Lights

·         The street light outside 29 Manor Road was reported

Anti Social Behaviour

·         A fire was lit on the seat in the bus shelter using just a box of matches.  Fortunately no damage had been done.

Bucks Recycling

·         Clerk to report the mud on the road to BCC.

Parking in College Crescent

·         The response to this problem was found unacceptable.  Clerk to liaise with District Councillor Michael Rand for further information.

Royal Oak Public House

·         The planning report is still being compiled.

Signs around the village

·         There is still a sign for the steam rally at the entrance to The Nap.

Entranceway to Village Hall

·         There  is still minor pruning to do at the gates of the Village Hall.  Councillor Paul Kilpin volunteered to trim the hedge back on the left hand side of the entrance.

Scrap Yard, Oxford Road

·         Still awaiting information from AVDC Planning Enforcement Officer.  However, the new occupant has advised that the mobile home is an office only.

·         The planning report is being written and expected to come up for discussion within the next few weeks.

SID/Traffic Calming Measures

·         BCC have advised that as a result of new procedures and adverse weather conditions the siting of the new speed limit signs agreed at the Area 11 Speed Review will now slip back into March 2011.

·         Following the response from BCC on the pedestrian refuge crossing OPC are to ascertain the whereabouts of  the lights and bollards purchased by the grant from the Local Area Forum for the original crossing.

Any Other Business

Paths and Roadside

·         It has been reported that ivy is overhanging the path outside 7 Oxford Road. Request letter be sent to the occupant.

·         Rubble has been left on the grass verge outside 36 Manor Road. Request letter to be sent to the occupant.

·         The paint is peeling from the gates at the entrance to the village on the Worminghall Road.  Clerk to ascertain if this comes under the BCC maintenance contract.

Duke of Edinburgh Award

·         The Chairman has been contacted by a young person with a view to doing some voluntary work towards her Duke of Edinburgh Award. Should any local business or organisation have anything suitable please contact the parish council.

Football Pitch

·         Following exploration of the football pitch and surrounding area it has been identified that the ditch needs clearing and drains need rodding. This needs to be done with a mechanical digger from the scout hut to the boundary. 

·         Mole traps have been set around the football area but they have been fenced off  to comply with safety regulations.

Playground Project

·         Councillor Andy Finn is to look at a recently installed playground at Haddenham with a view to obtaining a further quote.

Libraries in Buckinghamshire

·         Councillor Andy Finn attended the meeting at Long Crendon concerning the closure of libraries.  It was noted that Oakley was the second largest user of this library.

Purchase of Salt

·         Clerk to chase BCC for an answer to the request to purchase bulk salt for future use.

Refuse Collection

·         District Councillor Michael Rand took note of the village view on the refuse collections over the Christmas period.  In general, AVDC thought it to be successful.

The next meeting of the Parish Council is scheduled to take place on Tuesday,

1st March 2011 at 7.30pm in the Village Hall.
