Minutes of the Last Meeting

The minutes of the meeting held on 1st March 2011 were discussed and then approved as an accurate account of the meeting, and signed by the Chairman.













Matters Arising

Highways Department


  • A letter has been received from a parishioner requesting that some action be taken to restrict the heavy vehicles using the Turnpike.  Vibration from these vehicles is damaging his property and cracks are appearing in the walls.

·         Potholes along the Oxford Road outside the Village Hall were reported.

Other items to note (not highways)

  • The village nameplate at the top of Jericho Hill has been returned.








Protection of Common Land

Lay-bys on the Thame Road

·         It has been noted that scalpings have been left on the lay-by opposite IBS. The Parish Council are to monitor the activity to ensure that the lay-by is not extended in any way.

·         There are still complaints that lorries are unloaded from both sides at IBS.





Play Area / Playing Field

·         The playground project is ongoing.  Councillors Andy Finn and David Cherry are assessing other playgrounds and equipment.

·         Removal of the tractor shed is ongoing.  A waste skip can be provided and it is hoped to dismantle the shed late April/early May.








Street Lights

·         No street lights reported this month.







Anti Social Behaviour

·         Three cars in College Crescent were broken into on 12th March.  Two people were also seen in Mill Road checking drives and garage doors on the same evening.    







Bucks Recycling

·         Bucks Recycling have applied for planning permission to relocate to Drakes Drive, Long Crendon.  Clerk to write to AVDC Planning Department supporting this move.






Parking in College Crescent

·         Due to staffing shortages this matter is on hold for a few weeks.





Royal Oak Public House

·         The District Valuer has now completed his report and this application is likely to come up before the Planning Committee on 21st April.








Signs around the village

·         The new speed limit signs have been installed.  Clerk to check whether small reminder roundalls should be on Brill Road.

·         Clerk to ascertain whether the old nameplates should be removed.





Scrap Yard, Oxford Road

·         AVDC Planning Enforcement Officer to visit site and report back to OPC. 





Mains Gas in Villages

·         Councillor Andy Finn has produced a flyer to ascertain if there is a genuine interest in mains gas coming to Oakley.








Jericho Farm

·         Nothing further on this application this month.












SID/Traffic Calming Measures

·         Explanations have still not been received from BCC as to why the cost of this project has more than doubled in less that a year.

·         VAS funding has been requested from LAF Delegated Budget

Change of Method of Payment

  • Due to cheques being phased out the clerk was authorised to set up a Direct Debit for payment of the dog hygiene bins.














Any Other Business

Road Closure

·         The Turnpike will be closed for the village to celebrate with a street party on the day of the Royal Wedding.  Clerk to check on public liability insurance.






Devolved Services

·         BCC are in the process of drawing up a contract for OPC to undertake minor maintenance work around the village.  This will include items such as salting the pathways, cutting back hedging and overhanging trees, clearing rubbish, painting the village gates.  BCC Highways Department will still undertake all major or road work.








·         OPC requested no increase in the precept this year.  Due to the calculations that AVDC use the actual rate of payment for Oakley parishioners has slightly reduced. 







29 College Crescent

·         29 College Crescent has been empty for some time and rubbish is being dumped around the back of the property.  OPC to contact Vale of Aylesbury Housing Trust.





Play Area

·         One of the gates around the play area is broken.  The top corner bar is broken but is held by cable straps.  This is just a temporary solution until the fencing can be replaced.

·         It has been reported that dogs have been left in the play area whilst their owners watched the football match.  It is felt that these people were visitors not parishioners of Oakley. Councillors will be monitoring this matter.





Annual General Meeting

·         The Parish Council Annual General Meeting will be held on Tuesday 3rd May 2011 at 7.00pm in the Village Hall

3rd May 2011 immediately after the AGM, in the Village Hall.
